“Japan recalls Korean envoy over 'comfort women' statue”,
BBC News website
Thank you for your email of 28 August to the Executive Complaints Unit. It falls to us to decide whether the BBC Complaints Team were correct in deciding that further investigation of your complaint wasn’t justified.
Having considered the article you’ve complained about and the earlier correspondence I’m afraid I have to agree with BBC Complaints. Firstly, to address your more general points, the article in question was a news report of a particular event, namely the withdrawal of the Japanese envoy from South Korea. It was not a broad ranging look at the issue of “comfort women” nor an investigation where more background information might have been appropriate. It included sufficient background information for a reader unfamiliar with the story could make sense of it and it seems to me that this was perfectly adequate.
You say that the facts about the 2016 agreement should be reported accurately but I’m afraid I see no inconsistency between the facts as you set them out and the facts given in the online article.
Overall, therefore, I’m afraid that I agree with BBC Complaints that your complaint does not raise an editorial issue which merits further investigation.
There is no provision for appeal against this decision within the BBC. Nor, as this relates to online material, it is open to you to ask the media regulator Ofcom to consider whether it is in breach of the Ofcom Broadcasting Code. However, you can ask Ofcom for its view on whether the BBC’s own editorial standards have been correctly applied. Information about contacting Ofcom can be found at https://www.ofcom.org.uk/tv-radio-and-on-demand/how-to-report-a-complaint.
Yours sincerely
Andrew Bell
