買占めは、前回考察した。
買い占めるとは、簡単に言うと、人々がたくさん買うこと。
買い占めを見越すとは、人々が、買占めをするだろうということを、予想すること。予想するということは、きっと買占めが起こるだろうと、わかっている。もしくは知っているということ。よって know を使い、

過去形にして、
・Taiwan's government knew that many people would go to supermarkets or drugstores to buy a lot of things like masks.
『政府がマスクを買い占め、販売を一元管理』
政府が買い占めるのは、マスクを全部買うこと。
・The government of Taiwan bought all the masks.
販売を一元管理するということは、逆に考えると、店に自由に売らせないこと。
・The Taiwan government decided to buy all the masks. They did not let shops sell masks freely. The government controlled the selling of masks.
・Selling masks has become the government's work.
・Selling masks is controlled by the government.
・The governmet bought all the masks, kept them, and controlled the sales.
販売を一元管理する、ということは、実際は店頭でマスクを販売するが、最終的な責任は政府に帰するということなので、responsible を使い
・The government is responsible for selling masks.
さらに考えると、マスクを買うのは店なのだが、政府がバックに控えているので、
・You buy masks. The mask comes from the government. と言ってもよいだろう。
『IT技術を駆使して』
IT技術を駆使する、とは要するにコンピューターなどを使うことなので
・They used computers and the Internet.
『個人のマスク購買履歴を把握、制限し』
購買履歴を把握するということは、誰が何枚マスクを買ったかを知ること。
・They know how many masks people buy.
・They used computers and the Internet and tried to know how many many masks people have bought.
制限するということは、要するに買い占めできないこと。
・They used computers and the Internet. They know how many masks people buy. That way, people can’t buy a lot of masks.
・The government wanted to make sure people don’t buy too many masks. They know how many masks people buy through computers or the Internet.
・The government wanted to stop people from buying too many masks.
『あまねくマスクが行きわたるように、迅速に対応した』
あまねくマスクが行き渡るとは、どういうことか。全員がマスクを手にすること。
・The government wanted to give masks to everyone.
give の逆の get を用い
・The government wanted to make sure everyone gets masks.
Have でいうと
・The government wanted to have masks for everyone.
・The government wanted everyone to have masks.
『迅速に対応した。』
・They did it very quickly.
・The government did their work very fast.
・The government was very quick to deal with the problems.

Taiwan government knew that people would buy a lot of masks and there would be no more masks at shops. So the government decided to buy all the masks in Taiwan first, and started selling the masks. They used a lot of computers or IT skills to know how many masks each one has bought and try to controll the number of masks people can buy. That way, the government wanted everyone to get masks. They did it pretty fast.
一気に言うと、たまたま上記のようになったが、訳はいくらでも、人により、強調したいことにより、様々に変わる。
大事なのは、言葉の字面を置き換えるのではなく、あくまで頭にあるイメージを、自分のよく知っている英語で表現するということである。
英語で表現するということは、ある風景を描くことに似ていると思う。山を描けば、人により出来栄えは全く異なる。巧拙は自ずからあるだろうが、自分の力量、観察力により、色々あるのが、絵画だろう。山を描くのは、別に画家だけの特権でもない。誰でも、好きなら、その人なりの山を描く。
英語だって同じこと。
大事なのは、自分で筆をとり、自分なりの『山』を描くこと。
自分の思いという風景を描くのは、他でもない、自分の持つ言葉という絵筆である。
